The 8008 was developed in tandem with the
4004 and was intended
to be a custom chip for CTC  but was rejected because it was too slow.

The Intel 8008 was the first 8-bit CPU. This Processor  was available  in two different speed. Because of the 8-bit data bandwidth the clock speed was
slower than the 4004. The Intel 8008 can address up to 16KB of memory, and was
developed in tandem with the 4004 and was intended to be a custom chip
for Computer Terminal Corporation's (CTC) new systems.
But the performance of the 8008 was lower than expected and CTC rejected
this processor.
